Joe leads the foundation’s Texas Public Private Partnerships initiative. Before taking on this role, Joe spent nearly five years at the Texas Education Agency, most recently as the Associate Commissioner for School Improvement, Innovation, and Charter Schools. There he overhauled the state’s school improvement process, launched several new divisions including the Division of System Support and Innovation and the Division of Resilient Schools Strategy, and led multiple initiatives that measurably increased the number and percentage of students with access to high quality schools.
Joe previously led the foundation’s Quality School Options initiative, which supported multiple school districts across the nation in increasing the number of new and higher performing schools available to families. His other professional experience includes roles at the White House Office of Management and Budget and with Deloitte Consulting. He earned a bachelor of science in economics from the Wharton School of the University of Pennsylvania and a master of public policy from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin.
